Ribbon has been used to decorate trees for centuries.

Because, fabric was only affordable to the noble and wealthy. It wasn't used by everyone until the 20th century.
The 1st credible mention of ribbon for Christmas was in Chaucer's, "Canterbury Tales". Calling it "ribbands"!
